I see where it says obligate funds for October but not for additional months. The Axios article has a direct quote with no mention of obligation beyond October, either. Can you share where in the plan the article's information is shared, please?

If no one shows up then the US wins all the gold during this administration.... it's like watching him cheating at golf but with Olympics and world cup.
