2) Costumes protect the wearer's identity.
3) When ICE agents are surrounded by an angry crowd, it's easy for the administration to call that a riot. It's much harder to do so when the crowd is dressed in inflatable frog costumes.

The costumes started in Portland. The Feds had said the city was a dangerous war zone (the reason for sending troops), so to show it wasn't, protesters showed up in silly costumes and threw what amounted to a party against fascism. It's a brilliant tactic for many reasons.
