Cool not cold bottled water is best you want to irrigate it and not open it up/shock it. The closer it is to actual tears the better. Back during the George Floyd protests I know some folks were using saline/contact solution with good results. But bottled water is the easiest available and standard.

Milk wont help against tear gas but if you throw it on a cop/cops, that smell if going to linger on their gear and make shit smell rancid
