Make tons of skins, maybe like how league did.
Constantly and slowly release new characters which are unlocked through, get this, playing the game online against other players. It's almost like this type of unlocking is how league got popular, and supports the playerbase.

Hell my biggest complaint about the mobile game was the gotcha system remove that and it would be an actually fun game.
