The job of a software consultant is to provide the customer with the solution they asked for. It may not be the best solution, and the customer must be made aware of that if it isn't, but in the end the goal is to deliver what was requested.

For all the trappings they've slapped on in an attempt to make it look fresh and new, D&D has always been a skirmish game. Any story or roleplaying occurs in spite of the rules, not because of them.

You could look at the GUMSHOE system by Robin Laws. It focuses on investigative style games.
