"the trend was anti-development for a long time" is I think where this actually goes. It's just vibes. They didn't like his vibes and he provided good cover for the realignment happening before 2014 (see shell with the approved Jackpine project) and that accelerated after.

Lol. Ok. So this project being approved under other legislation was walked away from because of a draft version of the IAA. Accepting that is the case - despite it making no sense - now you actually have to explain where these changes you are asserting are in the IAA and how those provisions /1
