By loosest definitions Harry Potter is progression fantasy. He slowly aquires new spells increasing in strength as the books proceed. There are some where numbers are very central to a story but many books are progression fantasy just alot of the examples people throw out are alot at first

I think you drastically underestimate the power of the echo chamber that is rural life. If there is nothing to challenge a view point and you keep hearing it you'll come to believe it.
