Maintenance is needed but we already have too many roads in the US. More roads will not alleviate congestion… ie the Induced Demand Theory of Transportation Systems. All it does is drive urban sprawl. Acceptance leads to the use of public transport and walkable, livable, affordable cities.

There’s zero chance Republicans end the filibuster. The only reason the GOP even still exists is the gridlock they intentionally create to prevent their base from getting what it wants. The easiest model for how Progressive Federalism could tackle this is probably interstate compacts, ie self-organizing groups of states like we see with the West Coast Health Alliance. Even better would be municipal compacts so urban areas could unify to provide things like universal healthcare.
