This is incorrect. The Resolution ( and I do not give a damn if everyone says a thing if everyone is wrong in saying that thing) is not about "giving preemptive authorization". It is specifically crafted to address situations in which the president acts absent a declaration of war.

The War Powers Resolution (and not the "War Powers Act", which does not exist) provides that the president must notify Congress within 48 hrs of military action. It does not prevent the president from acting. So in fact there is nothing in the Resolution that does not "let Trump do this."
