He definitely could. Imho it'd feel a little too abridged to have the same character be the one forcibly take charge. Kind of like in Spongebob when the Krusty Krab gets sold, the initiator of the exchange isn't the new manager. It feels more invasive and uncomfortable to have multiple ppl involved

Daimyo putting a non shinobi that can be directly politically controlled in charge, kind of
pushing towards a dissolving of the "shinobi village" into just a Land of Fire millitant force would make the most sense in my fan theory eyes

I think Konoha has played a shuffle game with hokage already and the daimyo would be suspicious of everyone at the top of the government currently, especially Konohamaru, and the Konoha intelligence officials like Sai and Ino would also be questioned. There's also the narrative element of new vs old

the SUN. His theme is guidance, she wants to be the hokage. He's also directly correlated to Amaterasu in one of his legend/stories whatever as she sent him to bring two brothers back to the emperor. AHH.
