I think this is random faceless void dwellers giggling at how they have removed their arms and levitated them to the board, ploinking Alistair into the nothing that melts his skull into Amos'. However, his own arms look like legs and I am thus unsure of anything.

Since this is blowing up and I'm about to go to bed. I'm going to preemptively say that any nuance and/or exceptions not addressed in the comic was done so with absolute malice and I am excited to fight everyone in the morning.

I'm sure that flag variant was chosen and cut off where it was by total coincidence.
