Yes. I'm not defending PFI. It's good at allowing one government to take the credit and give the next one the financial headache. I think in this instance it's not the issue. Neither client or contractor could reasonably have foreseen or priced the risk.

Did Cambridgeshire CC have any means of funding and building themselves in 2008? If they did then the risk and cost of any legislation changes would have sat with them, so is this any different? How could any private company priced the risk of 35 years of unknown changes?
