Probably because they werent making as much money as the Genesis re-releases and collections. Which sucks, i could have *killed* for Saturn and Dreamcast games to have been available through the 2018 Switch itteration of Sega Ages.

CryoCold and BatteryBtay use both ice and batteries respectively.
Cryo can simply form ice crystals in his hands and toss them, while Btay grabs batteries out of a small generator on his back (not depicted).
Outside fights, they both use their weapons as entertainment (skating shows and fireworks)
