They will engineer for compliance, and they'll lobby to have regulations lifted, based on the cost/benefit. I don't see an incentive for them to prove anything.

They won't comply with those regulations because it would threaten their revenue much more substantially, and they've invested in having enough influence to prevent our government from doing that. This ban is politically desireable (esp after Nepal) and has a low enough revenue impact to get by.

Banning them is a cop-out on making it safe for them.
