Arresting authorities entered houses usually after dark, breaking down doors, waking up residents roughly, yelling orders, forcing family members into one room under military guard while searching the rest of the house and further breaking doors, cabinets and other property. They arrested suspects, tying their hands in the back with flexicuffs, hooding them, and taking them away. Sometimes they arrested all adult males present in a house, including elderly, handicapped and sick people. Treatment often included pushing people around, insulting, taking aim with rifles, punching and kicking and striking with rifles. Individuals were often led away in whatever they happened to be wearing at the time of arrest-sometimes in pyjamas [sic] or underwear-and were denied the opportunity to gather a few essential belongings, such as clothing, hygiene items, medicine or eyeglasses.

Observers say they've seen people walk out of the barricaded building with injuries, with children and with tales of being whisked out of state, then returned without their belong-ings. Recently, Gerdes said, a woman and two children, ages 2 and 6, left Whipple without coats. "These kids are traumatized. They're out in the cold. They're shaking, crying. They just went through something so horrible," she said. "These kids that I was driving home last week had been detained in a facility with 8,000 people in Texas. Just horrible conditions."

On her third night of detention, agents took in two new detainees: an African immigrant and her 7-month-old baby girl. She said the immigrant told her they had been detained as the mother took her baby to a doctor to be treated for influenza. "When the woman arrived, she was screaming and crying and yelling, 'My baby is already sick!' " she recalled. " I don't want my baby to die!' "

Over the past month, immigration agents have shot three people, killing two; racially profiled people, asking them to produce proof of legal residency; detained legal immigrants and shipped them across state lines, including young children; caused numerous car crashes; deployed chemical irritants on public school property; smashed the car windows of observers and arrested them before releasing them without charges; and threatened journalists who were filming them from a distance in a public space, among other high-profile incidents. Homan tacitly acknowledged the chaos, saying, "I'm not here because the federal government has carried out its mission perfectly." Despite agents' frequent arrests of legal immigrants and those without criminal histories, Homan insisted that immigration operations in Minnesota are targeted on removing undocumented immigrants who have committed crimes.

Selamawit Mehari, an Eritrean single mother of three, was starting her day when federal agents showed up at her apartment in St. Paul, Minn., on a recent morning. As her 13-year-old son wailed and her older daughter produced paperwork proving her mother was in the United States lawfully, the agents shackled Ms. Mehari and took her away. "They didn't explain anything," recalled her daughter, Yosan, 21, who described the encounter to The New York Times. "We didn't understand. We had done everything right." The next day, chained at the wrists, waist and ankles, Ms. Mehari, 38, was shuffling up the steps of a plane bound for Texas, tears streaming down her face in the frigid wind.

Banuelos Alonzo's 6-year-old son rarely attends his Spanish immersion kindergarten these days, because she is anxious it will be targeted by masked federal agents armed with tear gas and guns. She keeps her door locked and, on nights when the panic is worse, puts a section of her couch in front of the door. A dangerous encounter feels all the more likely to happen since her husband's detention. Her family was en route to her son's tonsil surgery when federal agents cornered their vehicle, pushed Banuelos Alonzo into the hood of the car and took her husband, while the boy watched from the backseat.
