To MEIKO, it’s about looking at the hidden details & acting based on her observations. More often than not, she decides to not act, as she sees that her help isn’t needed in the moment. But here, she realizes that she is the only one that can get through to Mizuki in a meaningful way, so she acts.

In this case, it’s Mizuki’s feelings about their secret. So she decides to watch and see how things pan out before she feels the need to make a move. The move in this case is being confronting Mizuki, both in their room (after the festival) and in the alley. (Cont)
