To say, 'This is because child torture is a universal taboo. Or, at least, it is everywhere but Israel, ' is an idiotic statement. You can say they don't do enough to stop it or are dismissive.
But to make a statement that implies that Israelis commonly accept child torture is obviously nonsense.
