That's the thing though, the American primes get that much work *each*, and even they have been decidedly more "managed dètente" than competitive recently. I just don't see room for a truly competitive market when losing a couple of projects means near certain bankruptcy, as the next batch of work

But it's also, on at least some level, a deterrent. If the worst punishment a court can give is a robot wrangler, you can basically commit whatever crime you want to and it won't impact your life outside of the ability to do it again.

With very few exceptions, pretty much most countries consume at least alcohol, which is a drug? There are always going to be people looking to get high in some capacity. Executing them for it, which is the logical end point of this given that "dealer quantities" is entirely arbitrary, is insane

It's unfortunate that they weren't willing to do more than token ambiguity, and instead opted for an easy good vs evil (but grimdark) narrative. There would have been a lot of room for 'traitor' legions that part ways with the Imperium over personal grievances but have no interest in destroying it.
