You are speculating. You don't know that a refurbishment yielding equivalent results could be completed for less. In my experience it is unlikely, particularly if you are addressing net zero, seismic upgrades, and population growth.

My impression is that you as a city councilor do not favour this pool proposal. From your perspective, what is the alternative?
