The ethics and legality of reuse are very different in creative arts compared to the open source programming community. I use LLMs for coding but am hostile to their use in other fields where IP holders have had no say in how their IP is used.

"Investors" in that article means anyone who is buying a home to rent. That is not the same as "institutional investors". Here's a handy chart. Every single home for rent in California is owned by an "investor". But a tiny percent of those are institutional

The luxury housing in cities are the single family homes. Equivalent condos are usually 20-40% cheaper. Opposing condos when they're replacing existing SFH is opposing relatively more affordable housing.
