I’m like 90% positive this is a young Tyler James Williams on the Elmo’s World segment of Sesame Street. According to IMdB he was on a holiday episode of Elmo’s World when he was 10 so it would track but he’s not credited.

For the last 8 years, I could hardly interact with Simon because my other bird, Bucky, would get so stressed he’d seize. Bucky is gone now and I was so worried Simon wouldn’t adjust but he’s so happy to be snuggling again 🥹
