The north witch doesn't do much at all, so guess it makes sense to combine them for brevity (I recommend reading the book, it's fairly different to the film, and pretty quick read)

It's been a while since I've seen the movie tbf, but the witch of the north, who rules munchkinland is unnamed, Dorothy and Co meet Glinda at the end who helps Dorothy get home (and sends the others back to their kingdoms to rule)

I just finished the first book and Glinda is the south witch!
