New rules require providers to show they’ve tried to recruit an international worker needing sponsorship before recruiting from abroad. This could be a positive step but needs to be part of much broader changes to the visa system, inc a longer period and simpler process for changing employers

That's one element of it - e.g. the group classed as 'early career' that moved from precarious to more traditional work included a high share of migrants - but there were also other factors, and people moving in and out of precarious work
