Anyone involved in a legal case which meets the jurisdictional criteria and poses foundational Constitutional questions can REQUEST THE OPINIONS of the SCOTUS.
SCOTUS can deny hearing the case (as they do for practically all cases), can entertain an introduction, or fully commit to a case (seldom).
