If California, NY and Illinois impounded their federal income taxes, they could pretty much bring the red states to their knees.

State of California should have citizens send their federal taxes to the state to verify payment but be withheld by the state until the federal government can be responsible with the money. This way Californians paid their taxes and can’t be penalized but red states don’t get a dime until merited.
