He is CPC Leader but isn’t an elected member of Parliament, so he has no standing in our governance. The LOO is required to have a seat and onky has standing IN the house, so he can’t act as such until he is back in Parliament.

PM is a recognized role in Government but you are correct, if Parliament was in session Carney would not have been there. Since LOO is a Parliamentary role, the interim LOO will be there. The seatless CPC leader has no recognized role in either :)

The VP is their second in command. Canada is unique in providing housing for opposition leader. Even the UK doesn’t do this.
