I finally read Golden Gulag by Ruth Wilson Gilmore. She argues that the growth of prisons is driven by four surpluses: surplus land, surplus capital, surplus populations, and surplus state capacity. Yes it was in relation to prison growth in California but it is also so relevant everywhere.
