Mr Trump is mistaken. ‘Tower’ did give the helicopter instructions to avoid the jet. “Pass behind” is a command not a recommendation. It seems the pilots on the helicopter were not ‘visual’ with the correct jet despite appearing to have confirmed they were. The controllers could only believe them.
