Our paper provides:
• Quantified embodied HANPP of the EU
• Planetary boundary benchmarks in biomass terms
• Policy options for integrating sufficiency into trade
• Recommendations for compensation and just implementation

Trade policy must evolve:
🛑 Not just liberalization and efficiency
✅ Incorporate biomass caps, sustainability criteria, and consumption reduction targets
✅ Use tariffs, quotas, and non-tariff measures to support sufficiency-compatible trade

Trade must align with planetary boundaries.

However, the EU continues to liberalize trade in high-impact products.

A known effect is the scale effect:
🔁 Trade liberalization → more production & consumption → more pressure on ecosystems.

This directly undermines sufficiency—increasing pressures at home and abroad.

The core problem:
🧮 EU biomass consumption = 0.92 tC/cap/yr
🌍 Planetary boundary = ~0.32 tC/cap/yr

That’s nearly 3x over the safe limit.
Efficiency improvements alone can’t close this gap—it would require a 4-fold leap, which is scientifically implausible.

Europe is not immune:
🌲 Romania – illegal logging of primary forests continues
🇦🇹 Austria – forests turning from carbon sinks to carbon sources

No introduction of a No Risk Category!

The current EUDR risk classification is flawed:

🌍 Brazil, Indonesia = currently classified as standard risk.
Only countries with sanctions (Russia) = high risk

“This has nothing to do with deforestation anymore. It's geopolitical and has no scientific basis.”

🇦🇹 AT and EU farmers and foresters lose if the EUDR is weakened.

✔️ The EUDR prevents unfair competition from countries with deforestation
✔️ Previous deforestation free management becomes a market advantage

Austria’s Climate Minister Totschnig is pushing to weaken the EUDR.
This contradicts his own recent calls for strong climate action.

Weakening the law means:
❌ Legal loopholes
❌ Less control
❌ More global deforestation

Why this matters:
🌍 Austria’s consumption drives 2,000–5,000 ha of deforestation annually – that’s 8–19 football fields per day!

Main culprits:
🥩 Meat (and feed, esp. Soy)
🍫 Chocolate
☕ Coffee
🛢️ Palm oil esp. for Biofuels
🚗 Rubber (e.g. for tires)
