3/ The rule actually does the OPPOSITE of what it claims to do!
By dramatically decreasing the # of civil servants & increasing the # of political appointees, FEWER FEDERAL WORKERS WILL BE HELD ACCOUNTABLE TO THE AMERICAN PEOPLE, but more federal workers will be held accountable politicians.
