This was my first thought. The point of the line is to show you how absolutely amoral the character had become, how thoroughly dehumanized and othered he had made the people who lived there. And our elected leader is proud of emulating this amorality and selfishness.

When this man says, "It is a matter of right and wrong," what he means is that it is ideological, not that he's well-versed in ethics. He is telling you parents own their children, who have no rights. This ownership model of family is toxic and feeds many of the ills of society.
