You obviously did not read IVX lol. Inhumans were activrly evacuating mutants to prevent theur deaths. Beast and storm collaborated with Medusa but Emma kept attacking them.
Hell even in the end, medusa almost died to kill the mist because Emma kept the info about the mist fusing to earth.
