Wording is def important factor. I’m def in the camp of “it’s more likely than not meant to be a form of compliment” because a lot of the time, a comparison like that is of a character that person enjoys. Saying “your oc is a ripoff of ___” is obvs bad but “your oc reminds me of ___” is fine imo
