Shared GPU/CPU laptop thermal solutions in my experience often mean thermals are more limited than power limits. Put a CPU+GPU load on and it's nowhere near power limited. Undervolting ftw.

Thermal limits are everything in laptops, power is nearly meaningless over any length of time. Gaming wise locking in a good .1% low with a frame cap is much nicer to play than thermals causing wild spikes in frame time for me.
