I live in a taxpayer-funded, self-managed housing co-op [pre-Thatcher]. The challenge is to maintain our properties to the highest possible standard for the lowest possible rent. For our competitors [i.e. not other co-ops] the concern is to maximise profit in return for the lowest possible service.
