While not a divergence, the Spanish text of the GATT 1994 confirms that the subparagraphs of the Article XXII security exception modify the term "action" ("medidas"), not "interests", thereby making the subparagraphs not "self-judging". US has had to argue that Spanish text was wrongly translated.
