I understand they try to scare us with large sounding numbers of fraud. But when you roll out a number that amounts to “rounding error” in program this size, you show yourself as not serious. Fraud in any amount is not acceptable but be accurate in the analysis.

Most EOCs operate that way or I should say have a plan but anytime in the world of risk communications those well outlined plans get thrown out for vibes, feelings and opinions about how it went last time it happened.

I agree the application of ALICE criteria could be beneficial as estimator for needs of many programs. I have relied on various social vulnerability indices as a weighting factor for disaster relief supplies models. Might be time to look at ALICE as a similar factor.
