Why would this administration consider consequences or even 'plans' prior to doing anything?

I think it is more that Musk's failing popularity has brought down Tesla.
His political agenda, much the same as Trump's, have brought more popular disdain than support. And his way of achieving them, same as Trump's, has not endeared many new supporters.

An aggressive attack, even though seemingly offensive, could be the best defensive maneuver.
Doing so does not mean Zelinski doesn't want peace.
The bombing of Japan in WWII was to convince them to sue for peace.......it worked.
Maybe the Ukraine (& the EU) will entice Putin and Russia to stay home.

A conservative and libertarian idea: leave corporations, Wall Street, unions and higher wages to the free market for a while.
