The manufacturers could prevent lawsuits by preventing the installation of a power train that causes, in this case "rollovers," and extreme mass which in this case crushed the inhabitants.

"Slowing down" cars with expensive infrastructure is still a system of end-user trust that is easily broken by a hard push on the accelerator.

Because the street is public space that belongs to humans who have a right to use it as humans above all else.

It does not belong to machines. Designing the street to accommodate machines is ultimately a very costly capitulation: transferring usage rights to them with public money.
