He is made entirely of warham parts and greenstuff.
The arms are from the flying squid thing from the Delaque Nact-Ghul kit. Here are more photos:

Hmm Globadier body, skitarii head, stormcast vindicator shield and spear, Tech-Priest dominus parts for the back crest and spear tip, ash wastes nomads cloak for the back.
