Freeland said nothing about homelessness in her letter of resignation to Trudeau. Her stated reason was over disagreements on spending which led to his decision to shift her to another portfolio. She declined the offer and chose to quit cabinet instead.

To be fair, I haven't seen anyone from any party, including the NDP, lay out a plan to deal with homelessness. I believe it needs the involvement of all levels of government. To lay it at the feet of the PM alone is not helpful.
