Surely Georgina Sturge, data consultant at Oxford’s Migration Observatory, is wrong in the quote attached. The small boats route existed, but wasn't used because the migrants could be sent back under the Dublin Convention when we were in the EU. If we rejoined, surely that would apply again?

It's a very anti-EU piece. We're not blocked entirely. EU want to make sure they can trust nations they are buying from. Hope UK signs security pact to enable us to participate - worth more than a few fish.

There's also the effect of the amount of business rates collected (high in London) and number of smaller properties in an area eg north of England, that affect council revenues.
