Bei so einem Vorgehen wäre zweifellos umstritten, ob die Selbstkonstituierung damit stattgefunden hat, aber die davon ausgehende Unsicherheit für die Grundgesetzänderungen bis zu einer weiteren Entscheidung durch das BVerfG wäre jedenfalls erheblich!

... this is not in line with IHL, which is deliberately open-ended on the question of who qualifies as a 'humanitarian actor'. On our reading, IHL obliges non-belligerent states to allow & facilitate transnational financial support to any humanitarian actor, regardless of the source of that support.

HTS and Al-Julani are (currently) subject to this sanctions regime.
The humanitarian community has been pushing for exemptions to this and other sanctions regimes for a long time. But the exemption that was finally introduced by Resolution 2664 in 2022 has significant limitations.
