Bei so einem Vorgehen wäre zweifellos umstritten, ob die Selbstkonstituierung damit stattgefunden hat, aber die davon ausgehende Unsicherheit für die Grundgesetzänderungen bis zu einer weiteren Entscheidung durch das BVerfG wäre jedenfalls erheblich!

Bei so einem Vorgehen wäre zweifellos umstritten, ob die Selbstkonstituierung damit stattgefunden hat, aber die davon ausgehende Unsicherheit für die Grundgesetzänderungen bis zu einer weiteren Entscheidung durch das BVerfG wäre jedenfalls erheblich!
Es könnte noch spannend werden, wenn sich am Dienstag 400 MdBs, die auch Mitglieder des 21. Bundestages sind, im Plenum einfinden und Gysi als Alterspräsident des neuen BT die konstituierende Sitzung für eröffnet erklärt.

Es könnte noch spannend werden, wenn sich am Dienstag 400 MdBs, die auch Mitglieder des 21. Bundestages sind, im Plenum einfinden und Gysi als Alterspräsident des neuen BT die konstituierende Sitzung für eröffnet erklärt.
However, I remain sceptical whether this can succeed in an environment where competition among humanitarian actors for scarce resources is becoming increasingly fierce and many large organizations have to lay off staff.

... this is not in line with IHL, which is deliberately open-ended on the question of who qualifies as a 'humanitarian actor'. On our reading, IHL obliges non-belligerent states to allow & facilitate transnational financial support to any humanitarian actor, regardless of the source of that support.
