Crowdsourced Downdetector.co.uk can be a great tool to see if you're the only one with the issue.
But a pinch of salt is needed. Here, BT / EE is down, but look how the other networks get blamed for some else's issue.

It's still there at the moment, raspberry-noaa is picking up something, but no image transmission to decode.
