Title says it all. This account's purpose is to document and discuss public works for the MUGEN engine that are either lost, recently recovered, or commonly overlooked.
Having been offline for decades with very little records of their existence aside from a few mentions and images, these two characters were finally recovered this year thanks to Electrocaid's Perfect Select.

Now they have been given AI patches for all to enjoy!

Regarding characters that are "reprint prohibited" (a thing in China and especially Japan), I'll simply leave the decision to whoever has the character.

While I think the net benefits the community receives is higher by having access to a work of interest, I also respect the author's wishes.

Baidu and Naver are also areas of significant interest when it comes to unfound MUGEN characters. Both are restricted behind very tight region-locking that didn't used to be there, and many characters still haven't been mirrored to other locations.

It's hard to ensure characters will stay available even after recovering them. Who's to say how long the current major MUGEN sites will last or if they have an end-of-life plan? File-sharing links expire all the time and hosting sites sometimes even get compromised.

The early 2000s is also a much obscurer era for characters. Not only is it early after MUGEN's creation, but not as many of the webpages are archived, so there's a lot of unknowns. The vast majority of authors from this period are no longer active.

A lot of the lost characters, as I've come to understand, come from the Japanese "kyouakuchar" community of the late 2000s and early 2010s. Very few people have those characters, and there's a bit of a cultural stigma when it comes to reuploading files (from the old "no warehousing" days).

There have actually been many successes over the recent years when it comes to the restoration of lost characters... more than I ever would have thought possible, as a matter of fact.

It's always hard knowing what to say first when starting one of these things. Guess I'll start by saying that if anyone happens to have MUGEN characters that were once public and are now lost/offline, I encourage them to upload them somewhere public.
