Option 2. “Normal select” is the default windows pointer. Change that to your custom image. You can change a bunch of other pointer icons too if you want. I for example also changed the icon for “link select”

Now convert the “.png” into a “.cur” file. I used this site for that:
convertio.co/de/png-cur/
download the cur-file and save it. I saved it where all the other windows cursers are located:
“C:\Windows\Cursors”

Then follow 1 of 2 ways to change the actual icon:

First put that image into some drawing software (I recommend Krita) and scale it down. If it has a background, isolate that and remove it.

Add a triangle to the left edge. This will mark the tip of your cursor later. Make sure to leave some pixels of free space above.

Then export as PNG.
