It appears (from that article) that they are stopping the creation of new appointments for visa interviews. Still terrible. I'm just pointing this detail out for the sake of people who already have an interview scheduled.

Good prompts for diversity statements made it clear that this was a space to discuss your previous efforts (and concrete plans) for increasing participation. I think that was helpful, because people were leery of putting very much of that their research statements.
