it is still incomplete. That's why we have road trains. We use an axle weight limit of about 5-6.5 tons per axle in the US so that we don't need to worry about marginal roads caving in. These are not aussie road trains, we have distributed traction throughout the train and there is active steering

For example, if there's a disaster, we will go as far as to use 10, 20, 30 trailer road trains to bring in entire cities worth of buildings on short notice if we can't just open up a nearby base to the public to house/feed/care for them. MTF does have a world spanning rail network in development but
