If the persona rotation doesn't include MSISDN, the local network operator can still track the subscriber and associate all of the rotated IMSIs/IMEIs to a single user. For voice/SMS, you also need to be sure Cape's IMS supports Gm ciphering to avoid leaking detailed call info to the local ntwk.

Hopefully they are also ciphering their IMS traffic - if not, there's a lot of useful information that would be exposed.

If they're not also randomizing or rotating the MSISDN, it may still be possible for someone with access to network logs or tools to track these devices as the IMSI and IMEI changes. The MSISDN is usually (but not always) the same as the phone number.
