So far, Congress has been complicit. Most American voters are in favor of all of this as evidenced by Republikkklans' clean sweep last November.

For the past few days I've been going to the various news sites and to Nextdoor and I've been reading the comments on this issue. The average comment was that people didn't know what it meant but they were voting in favor of it anyway. That is the intelligence of the average Wisconsin voter.
